To open this dungeon, you need to move to Luhua Lake. The entrance to the dungeon is under water. Location on the map below.

 

First you need to activate the "Inscriptions in the Ruins"

 

After activation, it is necessary to light 3 pyro totems in front of entire columns.

 

Now just jump down, approach the gate and activate it.

 

Don't forget to get on the platform. Air streams will magically appear from the ground
