Next to Saino on the banner will be Nilu, who is also a 5-star character. In the city of Sumeru, this woman is famous for her graceful dance. She is the star of the Zubair Theater and has mastered the Sword and the Water element.
Coming to the last character, Kandakia, a 4-star hydro character, is the very first hydro and spear user in Genshin Impact. Additionally, she uses her shield during her mastery and explosion animation.
Leaked Genshin Impact 3.1 Livestream
We know about Genshin Impact 3.1 and the Neelu, Kandakia, and Saino banners from reliable leaks. What's more, miHoYo has officially revealed them to players, so getting these characters in Update 3.1 is guaranteed.

The latest leak has revealed the exact date of the developer stream. A reliable informant told us about her, @Plusleleaks, who stated that September 17, 2022 will be the Genshin 3.1 live stream date, which will take place around the regular time of 18:00 ~ 20:00 (UTC+8) and will likely last between 30 minutes and 60 minutes.
