The blueprint for the amulet is in the Techland dev room. To get into it, you must first complete the "Broadcast" story mission. The action algorithm is as follows:
- Get to the top of the VCN tower.
- Use the paraglider to fly to the roof of the skyscraper with antennas (here lies the army cargo THB-UT0).
- Find the electrical panel and take the cable.
- Turn around, jump down and climb into the room, which is located two floors below.
- Connect the cable to the power source.
- On this floor you will find another shield. Take the second cable and jump down to the balcony.

- Take the next cord. It is located in the opposite corner of the building. Interact with the device.
- Turn left and jump down. Then look to the right and go down even lower.
- Enter the room and connect the last cable.
- Interact with the control panel using the VGM key, then open the door.
