The puzzle is not difficult, although it consists of several stages.
Where to start the puzzle?
To find vaccine making device , you need to get to the 2nd floor of NEST 2. First you must find two vials, located in different rooms of Umbrella's underground laboratory.

How can I get two vials?
In the same room, interact with the computer to get flash-card . You can carry it to level 1F and use it to open the door in the main corridor (the one with the electronic lock)
The newly unlocked room on level 1F contains several zombies and two different paths. These paths lead to two different laboratory rooms, each containing a separate vial. You can visit them in any order.
Laboratory 1 at level 2F contains test tube with by sample culture .
Incubation Lab at 2F keeps tube filled with liquid.
How to make a vaccine and complete the puzzle?
Return to the room with the vaccination device, but do not use it yet. Open inventory and combine two vials . You will receive a new item - Database of vaccines .
Now you can interact with the machine and use the vaccine base on it.
The last piece of the puzzle involves choosing the right settings for the three cameras shown on the screen. Correct setting: MID, HIGH, LOW (image above).
As a reward for completing the riddle you will receive a vaccine .
