Roskomnadzor forms a register of social networks under the law on self-control
As the RIA News, Roskomnadzor began to form a register of social networks to monitor their compliance with the requirements of Russian legislation and has already included Facebook, Twitter, Instagram, TikTok, Likee, YouTube, VKontakte and Odnoklassniki, the press service of the agency said. At the end of last year, Vladimir Putin signed a law on large social networks. These include sites with traffic from 500 thousand users per day. They must establish a representative office in Russia, are required to moderate content and block hate speech, defamatory false data and other illegal information. Social networks should also maintain a register of user complaints and provide it to regulatory authorities upon request. The law came into force on February 1, 2021.
“The law assigned to Roskomnadzor the obligation to form and maintain a register of social networks to monitor their compliance with the requirements of Russian legislation. For this purpose, a special section has been created on the agency’s website, ”the press service said in a statement.
According to Roskomnadzor, in accordance with the document, Internet sites are obliged to identify and block prohibited information themselves. In addition, social networks must notify the user of restrictions on their content and take action on the instructions of the department. The supervisory authority has already sent relevant notices to companies.
