The Elder Scrolls Blades is the best race
It's pretty hard to restore health in Elder Scrolls: Blades right now without resorting to healing potions. Healing potions are also quite labor intensive to make, so you should only use them in dire circumstances. This is why races that have healing bonuses are likely to be the best bet when it comes to picking.
Imperial
The Imperial has two strong perks: +5% health restored from healing effects and +5% damage with longswords, battle axes, and maces. You gain a buff from your healing effects, such as abilities, potions, and healing items that you find in quests and quests. You also gain a damage buff if you plan on using any of these weapon types. Imperial is generally regarded as one of the best choices when choosing a race.
Breton
Breton also has two strong perks: +10% spell resistance and +5% damage with longswords, battle axes, and maces. They don't help with healing, but in later parts of the game the spell resistance buff will be very strong. It won't be obvious early on, but enemies' spells will end up dealing little damage and you'll be glad you have resistance.
Argonian
Argonian gives you 5% health regen which is a pretty nice perk and if you want to use lighter weapons then +5% damage with daggers, hand axes and light hammers would be a nice bonus.
Dark Elf
+ 15% Fire Resistance and + 5% Spell Damage. Honestly, the only real option if you are a fan of magic.
Orc
+ 5% to armor and + 5% to damage of abilities. Overall a good choice, but there are better options.
Redguard
+ 15% Poison Resistance and + 5% Stamina Regeneration. These bonuses are too specific and only useful in some parts of the game, so this is not a recommended race.

+ 15% frost resistance and + 5% damage with swords, battle axes and war hammers. Cold resistance is too specific, while large swords are not immediately available. So obviously not the best choice at the beginning of the game.
Kajit
+ 5 Armor Rating and +10 Poison Damage. Another race that focuses more on defense, but this is not the best approach in the game.
Wood Elf
+ 15% Poison Resistance and + 5% Ability Damage. Again, not the most impressive bonuses.

Race change
If you are not satisfied with your decision, you can find Teordor Gorlash in your city. Talk to him and he will let you change your race and character appearance for the price of 50 gems! I don't think you get a huge advantage by having one of the above races, but if you want to make the most of your potential it might be worth it.
BEST PERKS, ABILITIES AND SKILLS
It's too early to look too deep into builds, the game takes time to level up and it's not the easiest thing to experiment with. However, we know a few spells, skills and perks that will help you at the very beginning of the game.
Consume - Spell
The magic sign appears instantly. It negates up to 31 damage directed at the caster and turns 100% of it into a heal.
- This is one of your first spell options and can be used in almost every fight. It's a small way to get your health back, but it also protects you from damage. This is a very fast spell, so you can quickly take it into battle. You can also opt for a high block parry and then play it safely.
Elemental Defense - Perk
+33 Block Rating against Elemental Damage when Blocked by a Shield.
- You don't need it at the start of the game, I would wait to level it up until you start running into spellcasters. However, once you've done that, you'll want to level up this level if you're using a shield (which seems pretty mandatory). Spells deal a lot of damage, so be sure to take that into account once you get deeper into the game.
Gunsmith, scouts or barbarian
Gunsmith: +4 damage with versatile weapons (long swords, battle axes, and maces).
Scout: +4 damage with light weapons (daggers, hand axes and light hammers).
Barbarian: +7 Damage with heavy weapons (swords, battle axes and war hammers).
- Each one is basically the same, but it depends on which weapon you plan on using most of the time. If you have a good idea, go ahead and level up whichever you choose.
Adrenaline
This Dodging Strike dodges 76 damage and restores up to 97 health. The closer the fighter is to hit, the greater the healing.
- Probably one of the most important options you can choose from once you get it. You use this when your enemy is about to hit you and you will avoid damage and restore your character's health. This is one of the main ways to get health, too bad it unlocks at level 10!
