As stated above, the Prisoner can be encountered very early in the Wasteland 3 campaign. In fact, you will come face to face with this somewhat deranged individual when you first explore the Ranger Headquarters. Trapped in the brig, the Prisoner has been stuck in the base for as long as he can remember. If you try to ask him about his life before, he will say that he doesn't remember much due to how long he was locked in his cell.
Talking to the Prisoner will allow you to learn a bit about some of the various groups that have passed through the base prior to your arrival, although none of them make much of a difference to the overall plot of the game. After a while, you will have the option to free the prisoner or let him continue to rot in his cell. It's quite obvious that he's somewhat of a crazy person, as he's been living off some strange mushrooms in his cell for the last few years. To free the Prisoner, you will need Lockpicking 5 or Brig Master's Key.
If you decide to leave the Prisoner locked up, he will simply remain in prison forever until the end of your playthrough. If you choose to let him go, you can later find a corpse in the Colorado Springs Museum with a "thank you" note next to it. Also, this decision has nothing to do with the main story.
